This project included the remediation of the former petro-chemical plant to provide land suitable for residential and commercial land use, part of a £1.2 billion urban community strategy.

In September 2008, Mark Dyche wrote the Health & Safety Strategy, which formed part of the bid, for the selection process, involving former site owner, BP, along with Neath Port Talbot County Borough Council, The Princes Foundation and the Welsh Assembly Government. St. Modwen were successful and purchased the former BP Llandarcy Oil refinery site in May 2008.

The site provides many environmental and engineering challenges and is regarded as one of the largest schemes of its kind in the UK. It is expected to take 25 years to complete, this major project will provide over 4,000 homes and 500,000ft2 of commercial development space, not to mention schools, parks and sports facilities.

The project includes a joint venture scheme with national house builder, Persimmon Homes.

The Safety For team have worked on this project as CDM-C from the beginning, and since the change to CDM2015, as Principal Designer, providing professional safety, health and environmental guidance to the construction team, in respect to the design risk management aspects on the project.

The project included the demolition of the former bitumen plant and remaining buildings, including the former bath house complex, BP administration buildings and other site structures, all of which were overseen by the Safety For team.
